should be speaking more to the loss of brave americans in benghazi, libya, why is she the one that is pinpointed, pinpointed, pointed and with, i think, inappropriate accusations casting aspersions and doing damage to a reputation of service that is undeserving. so my words are simply this, let's be fair. let's carry on our rights as members of congress and speak to the issue of what a tragic incident that occurred in benghazi. if there is a nomination, which i hope there will be, among the many talented people that the president has, it will be his choice, senators that are eager, friends of mine, senator kerry, and others, may have this opportunity. but let us hold to the premise that you are innocent until proven guilty. that someone's great service is deserving of respect, and she is deserving of respect. susan rice is deserving of respect. let me move quickly to this idea that america cannot settle its issues of financial concern before the fiscal deadline. and see there is no cliff, because as we all well know, the simple premise of making sure that we have tax cuts for

we find ourselves in. in september, the world watched as a violence raid in our embassy in benghazi, libya, took ambassador stevens and three who worked as security officers. these men gave their life to provide security for american diplomats in a country struggling for change. there is an enemy that threatens american ideals and our way of life. let's ensure that the policies shaping our immigration laws do not create a greater hindrance to us in this fight. with this bill under consideration today, we have the opportunity to recognize the legal permanent res. -- residents should they be working with the state department as executive level security personnel, interpreter, translator regarding their continuous residence and physical presence requirements. i ask the house to support this commonsense reasonable legislation to make sure that we recognize individuals who are serving our country, legal residents who are serving in very dangerous places, serving in our state department that they be given the recognition they deserve and a proper pathway to citizenship. thank you. at this

objected because of the benghazi situation. you'll recall there was an attack on the consulate on september 11th. initially the administration said it was because of an protest of an anti-islam film that got out of hand. that's what susan rice said five days after the attack. it turns out it was a pre-planned terrorist attack. so a lot of criticism over what she said immediately after the attack and basically republicans use that had to sink the prospect of her nomination. >> host: is it unusual since she wasn't formally nominated for her to be the subject of floor speeches and committee hearings and her nomination being talked about so heavily? guest: it's happened before but not like it's happening right now. susan rice's nomination was basically sht down before she was nominated and we have a similar situation. talk of chuck hagel might be nominated. well, he has a lot of critics over in the senate too particularly among the republicans and they appear to have shot down his nomination. now it's considered unlikely. so he got preemptive nomination fights. and i think that's relatively new

. there's no question that benghazi continues to be litigated. even on the democratic side, there is some division on this. i've talked to democratic senators who have questioned whether she has the standing, the stature, to be secretary of state. so obviously there's some division about how people view susan rice. but here's the bottom line. she's very close to the president of the united states. she is a key voice in his national security team. that's what could ultimately win the day. john kerry has been campaigning hard for it. he's done everything this administration has asked in their first term. overseas, been quite engaged as chairman of the foreign relations committee. so he's certainly a very strong candidate. but at this point, even people close to the president suggest there's just a bit of a question mark about how much of a fight he wants and how much it will come down to getting somebody he believes in and he's close to into that job. >> congressman cleaver, your thoughts on susan rice as a potential nominee. >> well, i think susan rice is imminently qualified and capable o
